City Councilor Dennis Eaniri wondered aloud this week if accusations of prostitution against a Brockton day spa would open an “old-fashioned Pandora’s box” of allegations against similar establishments in the city.
“I definitely would want to know if there was something else,” he said.
There just may be.
Brockton Chief William Conlon said Friday police have received an anonymous letter in recent days fingering another city business for illegal sexual activity. He said an investigation is being planned, but declined to provide further details, given that police at this point only have an unfounded tip.
It comes about two weeks after state police and the FBI raided spas in Brockton, Canton and Norwood owned by a Stoughton woman, including Aria Day Spa on Belmont Street.
Officials with the state attorney general’s office said their investigation is ongoing following the arrest of owner Terry Mussari, who is accused of running a prostitution ring out of the businesses.
Authorities allege employees exchanged sex for cash “tips” in addition to selling drugs to customers, as well as each other. Mussari, 45, pleaded not guilty to a charge of deriving support from prostitution. No drug charges have yet been filed.
Police records released this week to The Enterprise showed that Brockton police twice went undercover in 2009 to investigate the spa, though a detective was never offered sex by a masseuse.
Conlon on Friday responded to questions about whether the police should have pursued their investigation further, calling any criticisms of police action “arm-chair quarterbacking.”
“We made two attempts. Both of them failed,” Conlon said, adding that he reached out to outside agencies to assist police but either “they weren’t able to help us either or just didn’t.” He declined to name them.
“The fact is something finally did happen,” Conlon said, referring to the Oct. 22 raid of the spas. “We’ll cooperate any way we can. We don’t want that sort of business in our city either.”
Brockton police were not involved in that raid, though Conlon said he couldn’t say why that was the case.
“It’s not our investigation,” he said. “You’d have to ask them.”
Spokespeople from the attorney general’s office and the FBI, whose Boston office was also involved, have declined comment.
Conlon said he was unaware of any federal and state investigators probing his department about whether or not it ignored tips about the spa.
He also said he has not seen any evidence suggesting police were customers at the spa, adding he would rely on the state attorney general’s office to allege that before he launched an internal investigation.
“If anybody is engaging in illegal activity, we’re very concerned about it, or if they’re covering illegal activity, we’re very concerned about it,” Conlon said. “But I’m going to have to wait to see if that is in fact the case. I can’t act on rumors and innuendo.”
Conlon said local police run into difficulty when performing their own undercover operations because they may be easily recognized by those they’re investigating.
“We’re all pretty well known throughout the city,” he said. “Since the attorney general’s office had some success here, maybe I can contact them and ask them to assist.”
